Yes — it matters enormously. Let me explain exactly what the Dholera Activation City is, where its boundaries are, and what it means for your investment.
What Is the Dholera Activation City?
Dholera SIR (Special Investment Region) covers 920 sq km — roughly the size of Delhi NCR. But delivering infrastructure across all 920 sq km at once is not feasible. So DSIRDA (the government authority) designated a priority zone where everything would be built first.

Why Is It Called "Activation City"?
The name reflects the government's strategy: rather than spreading ₹2 lakh crore of infrastructure thin across 920 sq km, they "activated" one compact city-core first. Once this core is live — with real businesses, real residents, and real infrastructure — the surrounding areas become easier to develop and attract private investment.
Think of it like turning on a pilot light before lighting the full furnace.
DSIRDA's planners modelled this on how Singapore's Jurong Island was developed — industrial anchor first, residential and commercial follow once the anchor is proven.

Where Exactly Is the Activation City?
The Dholera Activation City sits roughly in the centre-north of the SIR boundary, bounded by:
- North: Fethera-Pipali Road (SH-40) — the main arterial road
- East: Zone boundary near Pipli village
- South: Extends towards the Narmada water facility
- West: Towards Fethera village and the industrial cluster
Most Rajpath projects — Supreme 1, Grand 1, Grand 2, Enclave, Green City — are positioned on or directly adjacent to Fethera-Pipali Road, which is the spine of the Activation City.
The Price Premium — Is the Activation City Worth the Extra Cost?
Plots inside the Activation City cost 50–100% more than outside-zone plots. Here is how to think about whether that premium is justified:
For a 5–7 year investor: Yes, clearly. The 60–90% appreciation already delivered vs 30–50% outside tells the story. The Activation City's infrastructure is real and measurable — the price premium reflects certainty, not hope.
For a 10–15 year investor with a tight budget: Outside-zone land is not illegal or unviable — but you must have realistic expectations. Infrastructure delivery outside the Activation City is 10–15 years away at minimum. If your timeline is that long and budget is limited, it is a calculated risk.
My honest view: At ₹1,000–₹1,300/sqft, Activation City plots in Dholera are still significantly cheaper than comparable planned-city land in other DMIC corridors. The Tata fab alone — the first semiconductor fab on Indian soil — will create a completely different demand profile for proximate land over the next decade.
How to Verify Your Plot Is Inside the Activation City
Three-step verification I recommend to every buyer:
- Ask for the TP Scheme number. Activation City plots are in TP1, TP2, or TP4. If a seller cannot name the TP scheme, stop immediately.
- Cross-check on DSIRDA official map. The Activation City boundary is shown on the official development plan at dsir.gujarat.gov.in. Any legitimate developer can show you the plot's coordinates on this map.
- Request a plot location certificate. A reputable developer will provide a document stating the TP scheme, sector number, and zone status. If they cannot — it is a red flag.
Activation City Dholera — What Happens Next (2026–2027)
Three events will directly affect Activation City plot values in the next 12 months:
- Dholera International Airport — December 2026 target. Phase 1 runway is complete. Terminal, radar, and ATC systems are under active construction (AAI tenders visible as of April 2026). When the first commercial flight lands, every analyst expects a 15–25% price step-up in Activation City plots.
- Tata Semiconductor fab — first chip December 2026. Tata Electronics is officially on schedule. The fab is 50% constructed. When chips roll out, Dholera becomes the site of India's first semiconductor manufacturing — an entirely new category of industrial story.
- National Maritime Heritage Complex — first galleries, July 2026. Lothal (8 km from Dholera SIR) opens its first of 14 themed galleries. Tourism infrastructure is arriving, which creates demand for hospitality and commercial plots inside the Activation City.
