Why Sunk Infrastructure Creates a Price Floor

Infrastructure cannot be unbuilt

The Dholera Expressway cost ₹5,100 Cr and opened in March 2026. The airport runway is complete. The 765 kV power substation is wired in. None of this can be removed. Every rupee of sunk infrastructure creates a permanent floor on the land value it serves — Dholera plots are inside that floor.

Government commitment is the strongest signal

Corporate MoUs can be renegotiated. Government sanctioned budgets — particularly for NHAI roads, railway ministry corridors, and AAI airports — are executed by law. The ₹20,667 Cr semi-high-speed rail (Cabinet approved May 13, 2026) connecting Dholera to Ahmedabad in ~45 minutes is a Ministry of Railways project, not a promise. It will be built.

The India Semiconductor Mission changes the category

Dholera is the only Gujarat location designated under the $10 billion India Semiconductor Mission. This is a national strategic asset, not a local project. The political will, the foreign policy implications, and the industrial policy alignment make this infrastructure irreversible regardless of which government is in power.
